五部門聯手為汽車業雙積分制背書 事件: 10月中旬,工業和信息化部、財政部、商務部、海關總署、質檢總局在北京聯合組織召開《乘用車企業平均燃料消耗量與新能源汽車積分並行管理辦法》(以下簡稱雙積分制)宣貫會。 評論: 根據中汽協數據,中國9 月新能源汽車產銷量為7.7 和7.8 萬輛,同比為+79.7%和+79.1%;1-9 月產銷量累計42.4 和39.8 萬輛,同比分別為+40.2%和+37.7%。2017年國內新能源汽車呈現逐月上升的發展勢頭。中國新能源汽車產業進步很大,但也存在一定的問題,尤其是推動產業持續發展的長效機制尚未建立。 雙積分制提出平均燃料消耗量積分和新能源汽車積分“雙積分”並行管理機制,其實是兼顧了傳統汽車節能水平提升與新能源汽車創新發展,既充分吸收借鑒了國際先進經驗,也充分考慮了我國汽車產業發展現狀。 我們認為,如果雙積分制得到切實的貫徹執行,比亞迪(1211)和吉利汽車(175),北汽新能源等在新能源車積分上已佔據優勢地位的車企將真正開啟順風之旅。 |
