疫情加快汽車行業扶持政策出臺

今年新冠疫情衝擊下,汽車行業的生產和銷售受到嚴重影響疫情,中斷了2019年4季度開始的車市復蘇步伐。汽車4S店的購買消費因隔離措施而斷流,上游零部件供應商企業未完全復工又影響了整車生產商復工生產。根據乘聯會最新公布的數據,2020年2月上半月,國內乘用車零售銷量僅為2249輛,較去年同期大跌92%,跌幅創新高。據中國汽車流通協會調查,截止2月17日,全國商用車行業綜合復工率約17%;二手車市場復工率僅10%。由于汽車行業涉及產業鏈長,對原材料,鋼鐵,機械製造等行業影響巨大,政府有關部門表示正考慮出臺穩定汽車消費的政策提振市場信心,預計後續將會陸續推出一些期限持續較長的扶持和復蘇激勵政策。我們認為,主要的扶持政策大約會在以下三個方面著力:

1)放寬一二綫城市的限購政策,增加牌照數量發放。我們認為這有利于釋放購買力較强的潜在消費群體的汽車需求,將利好豪華車和中高端汽車品牌。

2)購置稅優惠政策,該政策效果立竿見影,我們認為會刺激小型車和中西部地區的購車需求。

3)新能源汽車補貼政策,有報道稱中國有可能會將電動汽車購買補貼延長至 2020年之後,並减緩補貼退坡的力度,加强配套措施的出臺。考慮到充電設施也在不斷完善中,再加上電池技術進步帶來的成本下降,預計將利好新能源汽車生產廠商。
